The Former President's Woke Alarm Misses The Continent's Real Danger: Economic Stagnation.

The recent US security policy document presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies represent an grave threat to the continent's identity. Yet, this argument is based on a fundamental misinterpretation of the situation. The true danger confronting Europe is not cultural but technological and economic lag.

A Glaring Economic Gap Between Europe and the US

Statistics paint a stark picture. From 2008 and 2023, American economic output grew by 87%, while a mere 13.5% growth for the EU. During this time, EU GDP per capita dropped from 76.5% to just 50% of the US level. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like Italy and France.

Currently, about 50% of the world’s 50 largest tech companies are US-based, while a mere four are European.

The Innovation Shortfall: A Critical Question

This widening economic gap is driven by stronger productivity growth in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is decidedly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, versus just 14 in the European continent.

This disparity raises a vital issue: In the race for future industries like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts concede it is largely a contest between two between the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of the Continent's Technological Lag

A number of major reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic network for financing new ventures. Europe has yet to establish a true unified investment market, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A US startup can introduce a service under a single set of laws to access a market of hundreds of millions. The EU, despite a larger population, is split among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking differ sharply. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are causes for hope. European leaders are growing more conscious of the severe threat and have started to propose substantial change. Notable reports on EU competitiveness and the single market point to the need for major changes.

With the right policies and regulatory reforms, these assets could support much higher levels of commercial innovation.

Europe retains considerable advantages: high-quality workforce, excellent education systems, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in developing next-generation technologies, it can still dramatically increase productivity by adopting and adapting advancements from other regions.

An Inflection Point

Europe now stands at a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's technological decline has been steady. But, without bold steps to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
